The National Medical Education Commission (MEC) in Nepal has officially approved the Fund Management Procedure, 2083, a landmark decision aimed at transforming how financial operations and grant management are handled within the country's medical education sector. This pivotal move was confirmed during the commission's 26th meeting, held at the Office of the Prime Minister and Council of Ministers in Singha Durbar, under the chairmanship of Prime Minister Balendra Shah.
A Strategic Leap for Financial Transparency
The newly endorsed procedure is designed to streamline the commission's financial workflows, ensuring greater efficiency and accountability in fund allocation. By addressing long-standing legal and administrative ambiguities, the MEC has paved the way for a more robust grant management system that supports public educational institutions offering free scholarships.
In a significant development, the vice-chairman of the Commission, Dr. Devendra Khatri, submitted the proposal for the procedure's endorsement. The meeting was co-chaired by Health Minister Nisha Mehta and Education Minister Sasmit Pokharel, highlighting the cross-ministerial commitment to this reform.
Expanding Scholarship Access to Postgraduate Levels
Alongside the Fund Management Procedure, the commission also approved the Scholarship Grant Procedure, 2083, which directly tackles the legal hurdles that previously hindered scholarship funding. This new framework enables the MEC to allocate grants to medical education institutions for offering free scholarships at all levels of study, including advanced postgraduate programs such as DM (Doctorate of Medicine) and MCh (Master of Chirurgiae).
The procedure was endorsed within 24 hours of receiving approval from the Ministry of Education and Sports and the Ministry of Finance, effectively ending years of legal ambiguity. This rapid implementation follows the promulgation of the Ordinance to Amend Some Nepal Acts, 2083 BS, which inserted a new provision in the National Medical Education Act, 2075 BS, empowering the Commission to formulate necessary guidelines.
