The Government of Nepal has officially approved the National Advertisement Policy, 2083, marking a transformative shift in how advertising is regulated across the country. This comprehensive framework, approved during a Cabinet meeting in Kathmandu on Thursday, aims to modernize Nepal's advertising sector by bringing both traditional and digital advertising under strict oversight.
Regulating the Digital Frontier
For the first time, the policy explicitly targets digital platforms, social media promotions, and influencer marketing. Under the new rules, advertisements on these platforms will face mandatory disclosure requirements to ensure consumers know what they are viewing. This move is designed to eliminate disguised advertising, where ads are presented as news or vice versa, and to prevent media outlets from publishing biased coverage based on advertising revenue.
AI Deepfakes and Consumer Protection
A standout feature of the policy is its focus on AI-generated content, including deepfake advertisements. These will now be subject to legal regulation, addressing a rapidly growing concern in the digital age. The policy also mandates action against false or misleading ads and requires compensation for consumers who suffer losses due to deceptive advertising. This strengthens consumer protection and promotes a more transparent marketplace.
Supporting Local Industries and Inclusive Advertising
To promote domestic products, the government plans to introduce incentives for local advertisers. Companies selling foreign products may be required to allocate a portion of their business expenditure to consumer awareness campaigns. The policy also prioritizes inclusive and socially responsible advertising, prohibiting content that discriminates against any caste, ethnicity, religion, language, culture, gender, or community. It emphasizes respect for the rights and dignity of women, sexual and gender minorities, persons with disabilities, and marginalized groups.

The policy proposes an integrated information management system for government advertising to improve transparency in public ad distribution and payment.
